VIRGINIANS CAN HELP WAR ON TERRORISM
“United We Stand”license plates signed into law

Virginians will be able to personally help fight the war on terrorism, thanks to a specialty “United We Stand” license plate signed into law Wednesday, July 24 by Gov. Mark Warner. Warner signed the legislation this morning at a ceremony at the Capitol.
Warner was joined by Scott Case, co-founder of the Rewards for Justice Fund and Christopher Mingus, the 11-year-old Cub Scout who first proposed the “United We Stand” license plate.
The Virginia “United We Stand” plate will be a critical tool in combating terrorism around the world.
“People are angry, people are confused, but more than anything, people want to help in every way they can,’’ Case said. “This plate gives people the chance to participate in this war on terrorism for just a few dollars. We expect this specialty plate to be among the most successful in the nation.”
The Fund works with the U.S. State Department’s Rewards for Justice Program, which since 1984 has used reward payments to entice individuals with knowledge of terrorist plans or locations to come forward.
Mingus said he was proud that his bill passed and was signed by Gov. Warner.
“We should all show our patriotism so that nobody else gets hurt by terrorist attacks,’’ he said. “I hope everyone in Virginia will buy this United We Stand license plate.”
Funds generated from the sale of the new plate will be used by the Rewards for Justice Program, an anti-terrorist program run by the U.S. State Department that offers reward payments to individuals who provide information that leads to the capture of known terrorists.
To date, the program has paid out $8 million for information leading to the capture of several terrorists and has been credited for saving thousands of lives around the world.
The Fund was created to enable citizens to contribute directly to this successful anti-terrorist program. Dollars provided by citizens via either direct donations or the purchase of United We Stand license plates supplement the federal dollars on which the program relies. “United We Stand” license plates benefiting the Rewards for Justice Fund have been authorized in Virginia, Florida, Connecticut, South Carolina and several other states. Legislation authorizing a New Jersey United We Stand license plate is currently awaiting that governor’s signature.
The Virginia plate should be available in early September for a charge of $25. Those who want information on the Virginia “United We Stand” plate may log onto the Rewards for Justice Fund’s website, www.RewardsFund.us.
Officials hope to make the Virginia plate available prior to September 11, 2002.
Delegate John J. Welch, III (R-21st District, Virginia Beach) sponsored the license plate legislation.
“This plate gives every Virginian the chance to join this critical fight and to help prevent future terrorist attacks,” Delegate Welch said. “The Fund has saved thousands of lives and I know Virginians will do their best to help save thousands more.”
